Porto Pollo/Palau OT, Sardinia, Italy – 22nd-27th June,2009
An International Windsurfing Association sanctioned event

1)    EVENT
1.1                        The 2009 PALAU Starboard Pro Kids IFCA Freestyle Worlds will be held from June 22nd until June 27th in Porto Pollo /Palau, Sardinia, Italy.
1.2                        The event includes the IFCA Junior Freestyle and Youth Freestyle World Championships, and the Palau/Starboard Pro Kids Worlds.
2)     ORGANISER
The Championships will be organised by AIWS, as the LOA ,for and on behalf of and under specified conditions laid down by the International Funboard Class Association (IFCA) and the FIV, with the support of Associazione Italiana Classi Windsurf (AICW), and Sporting Club Sardinia. 3)    VENUE
3.1                        The event will be based at Porto Pollo/Palau, Sardinia, Italy. Depending on wind conditions the race may be sailed at Santa Teresa Coluccia, Olbia or Valledoria. Average weather conditions are available on www.windfinder.com
4)    RULES
4.1  This is an ISAF sanctioned event governed by:
4.1.1      The 2009/2012  ISAF Racing Rules of Sailing –Windsurfing Competition Rules (WCR) ;
4.1.2      The IFCA Class Rules & Championship Rules;
4.1.3      This Notice of Race ("NoR") & the Sailing Instructions (SIs);
4.1.4      Alterations to the SIs must be approved by the Class’s Race Supervisor;
4.2  Competitors shall attend the opening & closing ceremonies including the prize giving .
4.3  ISAF Regulation 20 – Advertising Code- shall apply.
5)    ELIGIBILITY
5.1  All entries shall meet the requirements of ISAF Regulation 19-Eligibility Code .
5.2  A minimum of 1 single elimination round is required for a valid Championship.
5.3  Competitors shall possess valid third party liability insurance.
5.4                        Competitors shall be a member of a National Funboard Association which shall be a paid up member of the IWA.
5.5  Membership formalities can be completed on site.
6)    DISCIPLINE
6.1                          The discipline for the 2009 World Championships Freestyle junior and Youth and the 2009 PALAU Starboard Freestyle Pro Kids Worlds IFCA shall be Freestyle.
7)     DIVISIONS
7.1  Freestyle Youth World Championships (FYWC)
7.1.1       A Youth shall be under the age of 20 .
7.1.2      Men and Women may race together in a maximum of 3 eliminations per day
7.2  Freestyle Junior World Championship (FJWC)
7.2.1      A Junior shall be under the age of 17
7.2.2      Boys and Girls may race together in a maximum of 2 eliminations per day.
7.3  Freestyle Pro Kids Worlds (FJPK)
7.3.1      A Pro Kid shall be under the age of 15
7.3.2      Boys and Girls may race together in a maximum of 2 eliminations per day.
7.4  Freestyle Pro Kids Minim Meeting (FUPKM)
7.4.1        A Pro Kids Minim shall be under the age of 12
7.4.2            Special Notice: due to Italian National Law it’s strictly forbidden racing with sails more than 5.5 for young people born in 1997 that have not still turned 12 y.o. For young people born in 1998 can race in an unofficial kids meeting.
8)    SUBDIVISIONS
8.1  Gender:
8.1.1      Men/Boys; Women/Girls;
8.2  Age:
8.2.1      A Youth shall be under the age of 20 (born in or after 1990)
8.2.2      A Junior shall be under the age of 17 (born in or after 1993)
8.2.3      A ProKid Junior under 15 shall be under the age of 15 (born in or after 1995)
8.2.4      A ProKid Junior under 13 shall be under the age of 13 (born in or after 1997)
8.2.5              Unofficial ProKid Minim Meeting Junior under 12 shall be under the age of 12 (born in or after 1998)
8.2.6                A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st in the year of the competition.
8.3  General
8.3.1              A minimum of 5 entries is required to constitute a division or sub-division. If the number of entries in a sub-division reaches 16, that subdivision may be given a separate start.
9)    EQUIPMENT
9.1  All competitors shall bring their own equipment.
9.1.1              An Equipment Registration Form shall be completed before the close of registration, as prescribed in IFCA Championship Rule # 4, except sails shall be stamped and signed by Equipment Inspectors.
10) EQUIPMENT INSPECTION
10.1                      It is the responsibility of each competitor to ensure that his/her board and equipment conforms to the Class Rules.
10.2                      The Equipment Inspectors will pay special attention to sail identification rule compliance.
10.3                      Equipment checks may be made throughout the event.
11) SAIL INSIGNIAS
11.1                      National letters & sail numbers shall comply with RRS.
12) BUOYANCY / WETSUITS
12.1                      Not applicable
13) LIABILITY
13.1                      Competitors take part in all races at their own risk. The LOA, IFCA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.
14) COURSES /RACING AREA
14.1                      Competition area shall be as prescribed in the IFCA Championship Rule Appendix 3; or as prescribed in the SI’s
15) SCORING
15.1                      The RRS low points scoring system shall apply.
16) FREESTYLE JURY
16.1                      An independent freestyle Jury will be appointed by the organiser, approved by IFCA..
17) SAILING INSTRUCTIONS (SI)/EVENT PROGRAMME
17.1                      The ‘Championship SIs’ will be available at registration as will the Event Programme scheduling social events.
18) COACHES
18.1                      Support personnel shall register and pay a non-participant fee to join all the functions and party’s.

20)  MEDALS AND PRIZES
20.1                      Medals and/or trophies may be awarded up to the first three Men/Women in each Division depending on entry numbers. The Prize table and the actual number of prizes tobe awarded in each properly constituted division will published on the Official Notice board.
20.2                      The first boy/ girl in the Youth division shall be known as the Youth freestyle World Champion
20.3                      The first boy/girl in the Junior division shall be known as the Junior freestyle World Champion
20.4                      The first boy/girl in the Pro Kid freestyle division shall be known as the Pro Kids freestyle Champion
20.5                      The first boy/girl in the Pro Kid Minim freestyle division shall be known as the Pro Kids Minim freestyle Champion
21) DRUGTESTING
21.1                      Competitors are reminded of the ISAF rules and regulations concerning the use ofbanned methods and substances. Drug testing may take place during the event.
22) TELEVISION AND MEDIA
22.1                      In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any  motion pictures, still pictures and live, taped or filmed television and other reproduction of  them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without  compensation.
23) BIBS/VESTS & COMPETITORS SAIL BRANDING.
23.1                      During racing, competitors may be required by the organisers to wear bibs/vests carrying the event sponsors’ branding; and carry the event sponsor’s advertising on their sails in accordance with IFCA Championship Rule #4.5.
23.2                      If entered and paid before May 1st 2009 all national ProKid, Junior and Youth freestyle
     teams (see     28.2), accompanied by a coach, shall receive 6 free Country Flag sail-
     stickers for each of their team members. These stickers shall be applied in the sails
     according to the measurement notice in the sailing instructions.
 
24) DRESS CODE
24.1                      Smart casual clothes shall be worn for the Opening Ceremony and Prize Giving Ceremony. National teams should, if available, wear the national team uniform at these functions.
24.2                      The organisers reserve the right to refuse entry to anyone whose standard of attire is not commensurate with the occasion.

26) AIR TRAVEL/ TRANSPORTATION / TRANSFERS 
26.1                      Transfer from Olbia airport to the race site will be provided from 3 days before until 3 days after the event. Please notify the organiser of your requirements 1 month before and reserve within may 31st 2009 and your flight details by returning Form 6
27) REGISTRATION
27.1                       The registration office during the regatta will be at the Race Office situated at Porto Pollo beach, Sporting Club Sardinia..
27.2                       Competitors will be required to produce the following prior to completing registration formalities on site:
§  Original Regatta Entry Form (Form 1)
§  Evidence of valid third party insurance
§  Parental/legal Guardian Assent (Form 2) – for those under age of 18
§  Medical Treatment Permission (Form 3) – for those under age of 18 or on their  parents medical insurance policy
§  Original Bank Transfer/Draft details
§  Proof of age
§  Equipment Registration Form signed by the Official Inspectors.
28) ENTRIES & PAYMENT
28.1                       Entry fees are as stated on the attached entry form (Form 1).
28.1.1    100,00 euro for all Junior and youth competitors
28.1.2    50,00 euro for Unofficial ProKid Minim Meeting Junior under 11.
28.2                       For national ProKid, Junior and Youth freestyle teams
·           recognized by their National Federations and
·           accompanied by a team leader and
·             booked and paid (before May 1st) for in one transaction by the coach or national federation through the IWA office (places may be reserved even if team names are not confirmed) the entry fee will be 20 percent cheaper for each athlete.
28.3                       Entry fees shall be paid by MasterCard, Visa Card or bank transfer by June 1st 2008.
28.4                       Payments made on site are subject to a Euro 25 excess unless special arrangement has been made with the IWA.
